What would send you to a different office?
- You need money, not a sanction: California's board points money recovery toward the courts, so read small claims or a lawyer.
- A California court judgment stays unpaid: unpaid construction-related judgments can cost the firm its license for a time, as read November 2026.
- Your job was in New York: home improvement contractor licensing is local in named areas, and New York plumber licensing itself could not be confirmed. Ask the local office.
- A licensed Maryland home improvement contractor did the work: the state Guaranty Fund may be worth asking about. Whether it reaches a plumber's job could not be confirmed.
- A lien paper arrives: stop and read the lien page first.
Does a complaint cost money or get money back?
No dated figure for complaint fees was found for any state, so check the office's form before you file. A letter to the company costs only your time. This is general information, not legal advice, and the powers below are the ones read in November 2026 for the places named.
California's board does not guarantee that people who complain will get restitution, and it suggests the courts for damages. Maryland has a Guaranty Fund for losses, but only for work by licensed contractors. So a complaint can matter a great deal to the firm's license and still put nothing in your account.
If you paid by credit card, a separate route may be open, with its own deadline. Read dispute the charge or pay before time runs out.

Who takes a complaint against a plumber in your state?
Boards differ. In Texas the plumbing board has a complaint form and public license search. Colorado's attorney general sends plumbing complaints to the State Plumbing Board. In Illinois the public health department licenses plumbers. In Washington the labor department licenses plumbing contractors. North Carolina has a state board for plumbing contractors.
Attorneys general are not private lawyers. Washington's office cannot serve as an attorney for individual consumers, and North Carolina's justice department does not represent people in private cases, though it does take home repair complaints.
Plumber rules in Florida, Pennsylvania, Massachusetts and Arizona could not be confirmed here. Your state may differ, so check state rules or ask a county consumer office.
Words to use
"This is a written complaint about the work at this address on this date. Please answer by next Friday."
"The fix being asked for is this one, by this date. What is your offer?"
"Can this board order a refund, or does it act only on the license?"
"Does this board take complaints about someone with no license at all?"
"Will this office contact complainants, or keep the complaint on file for monitoring?"
Also asked
- Can a licensing board make a plumber give money back?
- Do not count on it. California's board says, as read November 2026, that it does not guarantee restitution, and it points people toward the courts for damages. Other boards were not checked on this point, so ask yours what it can order before you rely on it.
- Can you complain to a board and an attorney general at the same time?
- Nothing found here says you must pick one, but ask each office. The FTC's order puts the contractor first, then state or local consumer offices. Tell each office what you have already filed, and keep copies of everything you send.
- What should a complaint against a plumber include?
- Dates, the address, the contract or estimate, invoices, payments, photos and your dated notice to the firm. State what happened and what you want. The same habit of sticking to facts helps if you later write a review.
